To get the best bang for your buck I'd suggest you start from Mongkok. It is not hard to go: the MTR (underground railway) will take you there. The shops are densely packed, and you can finish your shopping within an hour. The only downside is that the area is crowded day in day out -- but you really can't say you've been to HK without elbowing through a few crowds.

WinWin Shop (No. 49, Tung Choi Street, Mongkok, Hong Kong) -- reasonable prices, big selection of XRCDs and HDCDs.
Beat Records (2/F, Hollywood Plaza, Sai Yeung Choi Street, Mongkok; don't confuse it with the other Hollywood Plaza in East Kowloon) -- good selection, competitive prices. Some unusual items such as box sets, vinyls, parallel imports and cut-outs at very low prices.
There are loads of CD stores in Sino Centre (582-592 Nathan Road, Mong Kok), selling new, used, and cut outs. A treasure trove actually.
If you prefer Central, drop by at Pro Sound (Shop 107, Hang Seng Building, 77 Des Voeux Road Central, Central, Hong Kong -- opposite the luxuriously monstrous IFC mall), which has a nice selection, and the best price in that area.
There are several branches of the record chain HMV, and the Central branch is at Suite 101, 1/F Central Building, 1-3 Pedder Street, Central (behind the Landmark shopping mall). HMV used to be infamous for their high prices, but if you are looking for big-label, mainstream products, the price difference is not terribly great (at times HMV is even cheaper).
The biggest branch of HMV in HK is in Tsimshatsui, across the harbor from Central (Sands Building, 17 Hankow Road, Tsimshatsui, Kowloon -- a few blocks away from Star Ferry and the YMCA building). While you're in that district, visit also Hong Kong Records (Shop 3320, Gateway Arcade, Harbor City), renowned for their friendly and knowledgable staff.
